But it sure helps to answer your question if you tell what you plan to do.
But our download section is a nice place to start. you can find templates with markings, TTF fonts etc. to start with.

um ive got a windows XP
i dont have any imaging softwere i think
i just want to do screen shot art
im not in a comuninist party
and my fav band is Puddle of mudd lol

First: know how your games capture screenshots (often in TGA, BMP or JPG format).
If the game does not you could use a program like FRAPS, which can make screenshots and make videos. There is a free version, which is good enough for screenshots.

To edit the screenshots there are three popular options:
Photoshop, which is expensive. But the Photoshop Elements is a cheaper version for home use.
Then there is Paintshop Pro, which you can also buy in the stores or through Internet.
You might have gotten a version of one of the above with a digital camera or other device. So, look between your CD's.
Last but not least there is The GIMP. Also a very capable piece of software, and best of all its for free. Only the interface and way of working is different from the programs above at some points.

full version of the GIMP:
GIMP - Windows installers

The three of them can be installed to your computer at the same time, so you can compare which you like best.
From there it starts with searching for basic tutorials and trying some simple things.

hey thanks for all the help ive got photoshop elements now but i might give a try to gimp as well but now theres just one other thing how would i start to make just a basic plane to get me started

Try and find templates we have them in our download section for the IL-2 series.
Also try the basic tutorials to start with, so you understand the tools:
