Well, the short story is this: They were testing the Magic in a nearby hangar when the Stampe came in for overhaul. Either they had time to spare or (for a change) the whole country was on strike, but anyway they came up with this brilliant idea of a picture.

As you can see the missile is just attached at one point and its tail is sitting on the runway pavement. As you say, the Stampe probably would never have taken off with 2 of these, and would have disintegrated if it had been fired anyway. But it does make for a nice giggle.
