You can use the Paint Brush or, for a graphics/cartoon look, you can outline sections of the drawing with the Pen Tool and then fill with color, gradients or patterns with the Paint Bucket.
When you color or outline be sure to do it on a separate layer so you're not coloring directly on the drawing.....in case you want to use the drawing again.
Here are some tutorials. Some are for older versions so unless you're familiar with PSP, you might have some trouble with them.

There's a Mixer at View>Palettes, too.
Go through the flyouts on the toolbar so you know where all the art tools are. I've made a separate toolbar that I leave on my workspace that has all the art tools on it. To make your own toolbar:
1. Right click anyplace in the gray area of the workspace and click on Customize...
2. Click on the Toolbars tab at the top and click on New. (Notice that there's a "Delete" there, too. If you really mess up this first time, just click on the Toolbars tab, highlight your new toolbar - make sure the right one is highlighted so you don't delete anything else - and click Delete.)
3. Give it a name (I call mine Artwork)
4. Click on the Commands tab and click on Tools.
5. Click and drag and drop the tools you'll want to use from the tools list on the right hand column onto that little square. It'll grow as you add tools. You're adding a copy to your new toolbar so the tools you choose are still in the list if you want to make another toolbar.
6. IMPORTANT: Some tools go together: I have the brush, palette knife together and all the media (chalk,crayon, oil paint, etc.) together on flyouts. If you have one or two tools on your new palette, you'll notice that when you drag another one to it a black line appears either next to or under the tools that are already there. If the line is next to a tool, the new tool will go next to it. If a line appears under the tool, the new tool will go with that tool and make a flyout. It's good to have flyouts to keep your toolbar from getting too long.
7. After you've got the tools you want from Tools, click closed and you're done. You can close you're new art Toolbar if you're using the workspace for something else. When you want it back just go to View>Toolbars and it will be listed at the bottom.
Making new Toolbars is one of the great things about PSP. I have 4 of them.
It'll be hard when you first start but as you get used to how to do things, you'll have a lot of fun.
