I make a texture using black and white as my fore and background colours then hit it with filter texture grain 50% ish (grain style "stipled"). Magic wand with no AA the largest area be it black or white it doesn't matter then delete that area. You should be left with a load of single pixels spread about your canvas. Duplicate the layer then select your area you are working to, hit one with radial blur the other with zoom, you should end up with 2 usable affects. You can also duplicate each layer and make one set white, the other set black and offset them for extra play time.
