Personally, I have tried Illustrator, but need to put in more time on learning the basics... So, I returned to Photoshop, which I taught myself when I had a lot of time on my hands!
I tend to work with 4 layers, labeled 'outline', 'colour', 'markings' and 'shading'; that way I can be flexible with changes of markings and colour. When I look at the same subjects from a year or so ago, I realise how much progress I have made!
My advice is to start simple - like a digital 'paint by numbers' and bone up on techniques (from this site specially) and keep trying... It won't always come out right - but you can always try again....
