    How did you make the green heart?
    I think that gies the clue on why this happens. Besides how to fix this I think it's good to know why this happened so you can prevent it in the future.

    I guess easiest here is to redo the white border with paths (or vectors) indeed. Then you got your image fixed without much work.

    I still have to redo the tutorial on that. The old one got lost.
    Here is something on paths.
    Photoshop Paths Part One

    Make them follow the white border of the heart (like in part three of this tutorial with the bird).
    Have your brush (not pencil) set in white color and with the right brush and size.
    When your path is ok rightclick while you still have the path tool active. In the pop-up menu select stroke path. Select the brush (pensil gives the same jagged lines) and click OK now you should have a smooth white border.
