Is there any kind of utility out there that allows one to clearly view there skins in progress .kind of like the arming window in game but closer up with zooming in and out, rotation freezing in position ect. capabilities so one can see the skin in 3d with out starting up the sim to view it?

No... Alt-tab between Il-2 PF and paint program is the only option (if your system can handle it) Be sure to add your new skin to an AI aircraft, otherwise it won't reset the skin after you hit 'fly'.
