The thing behind the prop is the tie off from the prop blade covers. They had bags of some sort that slip over the blades. You can even see tied off if you look close.
Yes, that's a lap belt. The panel line you see is just coincidence. The place where the buckle is riveted to the belt just happens to be at the same place as the panel that runs along the longerons.
For me, that picture is one moment in time. I'm not painting that exact moment or doing a scene with included backdrops. My plane isn't on the ground, nor is it in flight or intended to show action.
That's why I didn't paint the seatbelt or propeller cover. I might do stuff like that on some profiles but it would be something where I wanted to tell a story and something that really adds to the overall look. I'm always a little leery about duplicating a specific photo as a profile, why not just paint the photo exactly as it is?

Nice catches though GFR. I haven't see any clear photos of those covers, there seem to be several variations and you don't see them very often so I gather they were a nicety and couldn't always be depended on.
The belts are out over the edge of the cockpit as often as they are not visible. I think it depended on the flight crew and if the plane was sitting for a while, was just flying or was about to fly.
